REQUEST FOR PROPOSAL – MARKETING MANAGER, CANADA 

The Saint Lucia Tourism Authority (SLTA) is seeking proposals from a consultant (individual or company) for the position of  Marketing Manager, Canada to be based in Canada. Under the direction of the Chief Executive Officer, the Manager will  assist in marketing the destination with specific responsibility for the Canadian Market. The incumbent must proactively  develop, implement, and manage the Saint Lucia Tourism Authority’s (SLTA) sales and marketing strategy for Canada through  the initiation and execution of effective campaigns and promotions. The specific duties for this position are outlined below: 

  1. Directs the sales and marketing function in Canada by preparing annual plans, stimulating and creating awareness of  Saint Lucia, establishing marketing campaigns, sales activities, and targets, and developing strategies to meet those  targets. 
  2. Develops an annual budget for the Canadian market; monitors and ensures expenditure is within established  budgeted guidelines with the flexibility to adjust plans based on market conditions. 
  3. Evaluates market data on sales activities, including competitive information, statistical information on new market  segments, travel patterns and sales trends using these to formulate and execute tactics to meet booking goals as well  as SLTA’s team goals. 
  4. Develops and maintains relationships with Travel Trade, MICE, Caribbean Diaspora and other interests and organizes  destination update sessions. 
  5. Identifies and researches travel trade shows and conferences that will give Saint Lucia maximum exposure and  Return on Investment (ROI). 
  6. Plans and attends promotional functions such as award dinners, sporting activities, luncheons, and other events;  represent SLTA as required, making presentations on the company’s behalf. Conduct promotional and public relations  speeches as needed.  
  7. Provides insight and perspective to the marketing and public relations team on initiatives. 
  8. Supervises staff activities and monitors the achievement against goals; coaches and counsels as appropriate to  encourage goal achievements and ongoing development. 
  9. Ensure that staff have developed and maintained business relationships with travel industry partners and business  community/organizations to promote Saint. Lucia. 
  10. Assist staff with developing destination educational seminar plans for travel trade (travel agents, tour operators,  reservation centres etc.). 
  11. Assists with the execution of the North American Showcase and Piton Awards.  
  12. Generally, facilitate the work of the Saint Lucia Tourism Authority and undertake other duties that may be assigned by  the Chief Executive Officer

Proposal Submission Requirements – Proposals must be submitted as follows: 

  1. Proposals should include a cover letter to the attention of the Chief Executive Officer. The cover letter must include  the name of the proposing individual/company, the name (s) and resumes of the professional (s) proposed to provide  direct service for the duration of the term, and outline experience in similar positions with e-mail addresses, postal  address and telephone numbers.  
  2. Proposals should include a narrative that speaks to the qualifications relevant to the Evaluation Criteria outlined  below, including a timeline with benchmarks and the number of hours and monthly cost to accomplish the duties as  outlined above. 
  3. Proposals must clearly outline the responsibilities of the Authority and the Consultant. All costs payable by the  Authority for these services must be clearly defined.  

By submitting a proposal, the Consultant authorises the Authority to contact references to evaluate the Consultant’s  qualifications for this project.  

Evaluation Criteria: All proposals will be evaluated based on the following criteria: 

  • Performance capability – the extent to which the proposal demonstrates an ability to provide the depth and breadth of  experience, skills, knowledge, and creativity required for this project. 
  • Completeness and quality of response. 
  • Understanding of and commitment to the Authority’s mission and strategic objectives. 
  • Budget (Number of hours and monthly costs). 
  • Experience in similar positions, preferably in the tourism sector. 

References: Please list the organisation name, contact person, title, telephone number and email address of three references  for similar projects and a brief description of each, including the outcomes. 

Interviews: Top-rated candidates may be invited to an interview with the Authority’s Board of Directors. 

Contract Award: The Authority plans to select and award a contract to the best qualified Consultant within a reasonable  timeframe. The selected Consultant and the Authority will then mutually discuss and refine the scope of works for the project  and shall negotiate final conditions, compensation, and performance schedule for the subsequent contract to be executed. 

Proprietary Rights: All documents and assets prepared by the Consultant shall remain the sole property of the Authority without restriction. The Consultant shall not use or disclose any confidential information relating to the business or operations  of the Authority during and after the term of the contract. (Please note that all documents must be submitted in Microsoft word  format).
