USAID YOUTH RESILIENCE, INCLUSION AND EMPOWERMENT

POSITION: Program Implementation Specialist

LOCATION: Gros Islet, Saint Lucia

PROJECT BACKGROUND
The USAID Eastern & Southern Caribbean Youth Resilience, Inclusion and Empowerment (Y-RIE) Activity will engage and empower youth and other key populations as partners and integrate interventions to improve youth, family and community resilience to crime and violence. Y-RIE operates in Saint Lucia, Guyana, Grenada and Trinidad & Tobago. Y-RIE activities support the following objectives:

1) Government provided social services strengthened;
2) Education outcomes among focus youth improved;
3) Focus youth preparedness to enter the workforce improved;
4) Strengthen community and family systems.

I. ROLES OBJECTIVE
The Program Implementation Specialist will work under the supervision of the Operations Director, with guidance from Technical Advisors and Program Managers, to provide operational, logistical, and administrative support to Y-RIE country-level program activities from design, to implementation and closeout. The Program Implementation plays a key role in ensuring each activity’s implementation plan is well planned, resourced and executed, while supporting the administration of procurement and grants agreements and compliance with DAI and USAID policies and procedures. .

II. RESPONSIBILITIES

  • Support the effective design of country level activity implementation plans, including the task lists to meet objectives, procurement plan, budget proposals, and gathering of consultancy, grant, and/or contract award documentation required from partners.
  • Execute each activity’s implementation plan ensuring adequate and timely field support through the procurement of goods and services for grants or project activities, contracting of consultants and other community volunteers, and managing these implementation mechanisms from pre-award, implementation, and closeout, in compliance with DAI and USAID policies and procedures.
  • Plan and coordinate transportation, catering, equipment, supplies, and logistics for events, meetings, workshops and other activities, consultants, and grantees working on project activities, ensuring compliance with set budgets, timelines and applicable payment terms.
  • Provide guidance to grantees, consultants, vendors and other partners, regarding award documentation, policies and procedures, budget management; monitor partners’ compliance with agreements and/or relevant contract terms and conditions throughout the life of an activity.
  • Track and document project activity and meeting notes, including implementation plan and deliverable submission progress, budget utilization, contract/grants compliance, highlighting any project risks and successes, and integrating lessons learned into operational processes.
  • Ensure overall programming compliance with the Y-RIE Grants Manual, DAI Procurement, Finance and Travel Policies, USAID regulations and policies, and other Field Operational policies and procedures, systems, and internal controls.
  • Build and maintain collaborative relationships with community and youth organizations, government and private sector, and other youth, justice, and security, stakeholders to implement project activities.

III. DESIRED QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree (or equivalent), though relevant work experience may be considered in lieu of a college degree
  • At least 5 years of experience in administration, operations, procurement, grants/project management or other related field is highly desired
  • Experience in budget management and procurement highly desired.
  • Ability to plan, organize, and prioritize competing demands
  • Detailed and deadline-oriented
  • Strong team player with a positive attitude
  • Flexible under pressure and in response to changing needs
  • Strong leadership, interpersonal, operational and analytical skills, including an ability to interact effectively with internal and external stakeholders (e.g. government counterparts, local and community organizations).
  • Experience using Microsoft Word, Excel, and PowerPoint highly preferred.
