Overview
The Youth Economy Agency (YEA) is seeking a Marketing and Communications Officer to develop and communicate the brand and image of the YEA. The incumbent will also oversee all internal and external communication of the YEA and ensure that messages are consistent with the strategic priorities established by the CEO. In addition, the incumbent will prepare detailed engaging media reports, press releases and marketing materials to keep citizens and
clients informed.
The Officer serves as the focal point of contact in facilitating requests for information, articles and publications concerning the Youth Economy Agency. His/her actions will, always be in keeping with the Agency’s Vision and Mission, Laws and Policies.

Qualifications & Experience Required
– Five (5) or more years of progressive management experience at national or regional levels in areas such as photo database management, social media management, video editing, production of press/news releases, brand promotion and developing media relations work;
– Experience in use of Adobe Design Suite (Premiere Pro, Illustrator, Photoshop);
– Experience working with community-based stakeholders at various levels (local and regional);
– A Master’s Degree or substantial prior management experience and responsibility in in fields related to Public Relations, Marketing, Communication or a similar field; and
– Exceptional organizational, management, networking, and analytical skills.
Duties & Responsibilities
1. Develop, Coordinate & Implement Communication Strategy
Satisfactory performance will have been attained when the Officer:
a. Prepares a comprehensive Annual Communication Plan for the YEA detailing the strategy to disseminate relevant information to all stakeholders (internal and external);
b. Manages the implementation of the Annual Communication Plan of the YEA;
c. Coordinates and manages the Communication Budget for effective implementation of the Annual Communication Plan;
d. Ensures the timelines for the execution of each component of the Annual Communication Plan are attained;
e. Partners with the Monitoring & Evaluation Officer to evaluate results and impact of communication initiatives;
f. Develops and submits an annual report on the effectiveness of the Annual Communication Plan, highlighting successes, non-successes, lessons learned and recommendations.
2. Design & Produce Communication Materials
Satisfactory performance will have been attained when the Officer:
a. Designs and produces material such as, but not limited to newsletters, brochures, bulletins, booklets, articles, magazines and other publications agreed by the CEO;
b. Prepares, plans and manages the publication of all publicity material to inform the public on the YEA and maximise brand promotion;
c. Writes and disseminates press/news releases and other communication materials as appropriate;
d. Liaises with the CEO to elicit news, information and other articles for timely production of publications;
e. Maintains an up-to-date database of photographic and videography content of the YEA’s milestones, events, workshops, etc.;
f. Ensures that all information is effectively expressed in English and Kwéyòl; and
g. Proofreads and/or edits articles and any other publication to ensure conformity to proper grammatical style and standards in Kwéyòl and Standard English.
3. Manage Online Presence
Satisfactory performance will have been attained when the Officer:
a. Builds, manages and populates a website for the YEA;
b. Builds, manages and populates social media profiles for the YEA;
c. Creates current and relevant content to inform audiences of the work, achievements and plans of the YEA;
d. Builds and promotes the brand of the YEA in all online interaction;
e. Shares appropriate content to educate on and promote the YEA; and
f. Responds appropriately to emails and messages sent through the YEA’s platforms.
4. Establish Professional Relationships
Satisfactory performance will have been attained when the Officer:
a. Establishes and maintains professional contact and affiliation with national and regional media to promote the dissemination of news, feature stories and publicity for the work of the YEA;
b. Arranges and manages press conferences, radio and television interviews, public events, promotional activities;
c. Ensures media coverage of the YEA’s meetings, events and activities;
d. Arranges and conducts presentations for the YEA to stakeholders; and
e. Represents the YEA at official meetings, events, workshops and conferences as designated.
5. Perform any Other Related Duties as Assigned by the Chief Executive Officer
Satisfactory performance will have been attained when the Officer:
a. Meets the agreed standards set by the CEO; and
b. Achieves the goals set by the CEO and the level of service expected of the YEA.
