Overview

The Water & Sewerage Company Inc. (WASCO) presents an exciting opportunity for an
Economist within our Strategic Planning Department.

Key Responsibilities

  • Lead the preparation of tariff review submissions to the National Utilities Regulatory Commission. This includes annual tariff indexation, extraordinary tariff and triennial tariff review applications based on the Water and Sewerage Act Cap 9.03 or proposed approaches recommended by WASCO.
  • Develop and maintain cost-of-service models (these models should also represent various cost centers) based on, inter alia, the tariff regulations of the Water and Sewerage Act Cap 9.03 and proposals for amendments to the regulations proposed by WASCO.
  • Conduct revenue requirement analysis and tariff simulations (especially as it relates to proposed projects and programmes)
  • Support regulatory reporting (monthly, quarterly, annual) pursuant to WASCO’s Service Licence and other obligations imposed by the NURC and/or the Shareholder and its representatives.
  • Develop long-term financial models (CAPEX, OPEX, cash flow, debt capacity and funding gap projections)
  • Conduct economic and financial feasibility analyses for major projects
  • Perform cost-benefit analysis (CBA) and economic rate of return (ERR) assessments
  • Analyze demand, consumption trends, and customer behavior in collaboration with NRW Unit, Customer Services and Communications departments personnel.
  • Provide economic input into WASCO’s Strategic Plan and Balanced Scorecard monitoring and reporting
  • Support the preparation of bankable project proposals
  • Conduct economic justification of capital investments
  • Work with development partners such as the World Bank and Caribbean Development Bank
  • Assist in structuring Public-Private Partnerships (PPPs)
  • Represent WASCO in meetings, consultations, negotiations, and regulatory or technical forums, particularly on matters related to:
    -Tariffs and regulatory economics
    -Investment planning
    -Water resource management and allocation
    -Financial sustainability

The incumbent is required to perform any other related duties as may be assigned by
Management from time to time

Qualifications & Experience

  • Master’s Degree in Economics, Applied Economics, Financial Economics, Development Economics, Business Administration or related field
  • Bachelor’s Degree in Economics or related field

Plus

  • Minimum 3 years’ experience in: Economics, Infrastructure Finance or Financial and Economic Analysis

Skills & Competencies

  • Experience working in or with regulated utilities is desirable
  • Experience engaging with development partners is an asset
  • Financial modeling
  • Data analysis and statistical skills
  • Familiarity with water sector performance metrics and water resource economics is an asset
  • Strong analytical and problem-solving skills
  • Ability to work collaboratively across multiple departments

  • High level of integrity and professionalism

Remuneration
This appointment is contractual and salary is in accordance with the terms and conditions stipulated by the Water & Sewerage Company Inc.
