Overview

POSITION OBJECTIVE

The Specialist, TVET (Technical and Vocational Education and Training) will support MCA-Belize Activity 2: Training and Transitioning to Work, which delivers high-quality, labor-market responsive training and inclusive access to skills development opportunities under the Compact (from initiation to completion). The position will build collaborative relationships with project stakeholders and support oversight of budgets, contracts, contractors, and grantee performance related to TVET programs. The position operates under the supervision of the Director, TVET
Education.

COMPENSATION

The basic salary for this position is between $4,803.00 to $6,533.00 BZD per month. Qualified candidates will be offered the minimum of the pay band, with opportunities to advance within the pay band based on performance. In exceptional cases, a candidate may be placed above the minimum based on prior experience and salary history, in compliance with MCA HR Policy. MCA-Belize also provides comprehensive benefits, including an allowable relocation cost for a foreign resident of up to a maximum of $5,000.00 USD. NOTE: This position does not include expat benefits.

RESPONSIBILITIES

  • Assist the Director, TVET in the development, review, and implementation of the Training and Transitioning to Work Activity.
  • Support alignment of TVET programs with labor market demand, including engagement with employers, industry associations, and sectoral skills councils.
  • Oversee and support the management of grantee (s) and/or contractors’ performance on TVET programs, ensuring compliance with approved scopes of work, quality standards, and timelines.
  • Support the design and implementation of transition-to-work mechanisms, including apprenticeships, internships, work-based learning, and job placement initiatives, ensuring balanced representation of women and men.
  • Support the alignment of TVET programs with national qualification frameworks, certification requirements, and quality assurance standards.
  • Assist the Director, TVET in engaging MCA-Belize Staff, MCCStaff, and Government counterparts to effectively integrate stakeholder input into planning, development, and implementation, including Terms of Reference, work plans, designs,supervision contracts, budgets, timelines, and monitoring mechanisms.
  • Coordinate closely with all MCA-Belize Staff and Government counterparts, under the supervision of the TVET Director, to ensure effective oversight of TVET activities, including participating in field missions, technical reviews, consultations, and site visits.
  • Support institutionalstrengthening and sustainability of TVET systemsthrough capacity building and knowledge transfer beyond theCompact period.
  • Maintain accurate documentation, databases, and recordsto support reporting, monitoring, audits, and communications.

REQUIRED COMPETENCIES

  • Bachelor’s Degree in Education or an education related field.
  • At least three (3) years of progressively responsible experience in TVET, workforce development, education reform, or large-scale skills development programs/projects.
  • At least three (3) years of experience working in the TVET sector, including training institutions, employers, or industry partners.
  • Demonstrated experience working with the private sector and/or employers is strongly preferred.
  • Demonstrated experience supporting TVET quality improvement, including curriculum development, instructor training, or learning materials development.
  • Excellent written and verbal communication skills in English.
  • Demonstrated interpersonal, analytical, and problem-solving skills.

PREFERED COMPETENCIES

  • Master’s Degree in Education or an education related field.
  • Demonstrated experience working on TVET policy or program reform.
  • Fluency in Belize Kriol and/or Spanish.
  • Demonstrated experience working with sectoral skills councils.
