Overview

POSITION OBJECTIVE
The Director of Environmental & Social Performance (ESP) will lead the ESP Unit and with the support of the Executive Director, provide technical input and guidance to ensure the environmental and social performance objectives of all Compact-funded activities. This involves ensuring compliance of the Compact activities with relevant national environmental and social laws and regulations, MCC Environmental Guidelines, including the International Finance Corporation (IFC) Performance Standards on Environment and Social Sustainability (IFC PS).

COMPENSATION
The basic salary for this position is between $7,590.00 to $10,435.00 BZD per month. Qualified candidates will be offered the minimum of the pay band, with opportunities to advance within the pay band based on performance. In exceptional cases, a candidate may be placed above the minimum based on prior
experience and salary history, in compliance with MCA HR Policy. MCA-Belize also provides comprehensive benefits, including an allowable relocation cost
for a foreign resident of up to a maximum of $5,000.00 USD. NOTE: This position does not include expat benefits.

RESPONSIBILITIES

  • Manage the contracts for consultants and contractors, whose work includes but is not limited to providing technical guidance, review and approval of workplans, deliverables, invoices, and change orders.
  • Provide inputs into the drafting of Implementation Entity Agreements, evaluate reports from implementation entities on implementation progress, and provide technical support to keep projects on track.
  • Identify resource requirements, bottlenecks, risks, and mitigation strategies, and report on these to the Executive Director and the Energy and Education Project Managing Directors.
  • Monitor and evaluate performance to ensure compliance with program objectives, as well as applicable standards and guidelines.
  • Ensure that Conditions Precedent are fulfilled, technical inputs for disbursement requests are provided, and financial and procurement procedures are followed.
  • Support the Managing Director, Energy Project to work with and manage relationships with relevant ministries, departments, agencies, academic institutions, private sector, civil society, and media organizations to facilitate participation, consultation, validation, and support for energy project activities and outputs.
  • Support the Managing Director, Energy Project to coordinate with MCC and other development agencies for implementation support as necessary.
  • Provide relevant information and reports on implementation progress as required by the Energy and Education Project Managing Directors, Executive Director, MCA-Belize Board, MCC, and other stakeholders.
  • Represent MCA-Belize, as delegated, in public forums to provide positive visibility for Compact activities.
  • Perform any other relevant tasks and responsibilities as assigned by the Executive Director.

REQUIRED COMPETENCIES

  • A bachelor’s degree in natural or social science, environmental planning, natural resource management, environmental engineering, agricultural sciences, ecology, or similar discipline.
  • At least seven (7) years of professional experience in an ESP-related field, including approximately five (5) years of experience in environmental and social impact assessment and in leading efforts to integrate environmental and social considerations into the design and implementation of infrastructure projects.
  • At least 3 to 5 years of program or Project Manager experience in environmental/social-related fields.
  • Advanced knowledge of Belize’s environmental laws and regulations, and international best practices such as the IFC PS, the World Bank’s Safeguard Policies, the Equator Principles, or similar.
  • Demonstrated ability to provide effective oversight and collaborate with multidisciplinary teams and institutions, including technical experts, government officials, project-affected parties, and civil society.
  • Fluency and excellent written and verbal communication skills in English.

PREFERED COMPETENCIES
An advanced degree, such as a master ́s or certification in any environmental or social field.

About Millennium Challenge Account-Belize (MCA-Belize)

The Government of Belize (GoB) and the Millennium Challenge Corporation (MCC) signed a US$125M agreement on September 4, 2024. MCC is an independent U.S. Government agency focused on unlocking growth through results-driven foreign assistance. The goal of the Compact is to unlock economic growth in Belize by implementing an Education project and an
Energy project. The Compact is expected to enter into force in 2026 and be implemented over five years. The Parliament of Belize established an independent accountable entity called the Millennium Challenge Account-Belize (MCA-Belize) to undertake the rights, obligations and responsibilities of the Government of Belize under the Compact. The MCA-Belize is located in Belize City.
