Overview
Employer: The German Development Cooperation (Deutsche Gesellschaft für Internationale Zusammenarbeit, (GIZ) GmbH; Projects: “BioWaste Caribbean” and “Circular Economy Caribbean”.
Place & Modality: Local Position, Full time; based in Jamaica, with regular travel beyond the region and occasional international missions.
Duration: June 2026 until June 2027, with possibility for extension.
Duties
- Coordinate and implement project activities in Jamaica, as well as support the implementation in other countries related to the project (Grenada, Saint Lucia, Dominica, and Saint Vincent and the Grenadines
- Advise national institutions on the development of regulatory frameworks for circular economy and the productive use of organic waste and sargassum.
- Support the design and implementation of public-private partnerships and demonstration projects in Jamaica and other participating countries.
- Assist municipal waste management companies and private sector actors in developing and implementing technological solutions for circular economy and the environmentally sound and productive use of organic waste and sargassum.
- Provide capacity-building support to CARICOM and other relevant stakeholders on the sustainable and productive use of biowaste and sargassum.
- Coordinate project activities with other donors and partners, such as UNEP, Expertise France, the World Bank, and EU Delegations active in the circular economy sector.
- Facilitate dialogue and partnerships among relevant stakeholders.
- Foster regional exchange and cooperation among stakeholders across the Caribbean.
- Plan, coordinate, and implement workshops, training sessions, and delegation visits.
- Contribute to knowledge management, project monitoring, and gender- sensitive project planning.
- Demonstrate flexibility and a willingness to take on tasks beyond the defined scope of responsibilities.
Profile requirements
(I) Qualifications
- University degree in Environmental Studies, Energy, Natural Resource Management, Project Management or a related field.
- Minimum of 10 years of professional experience in environmental management, with a strong focus on circular economy, sargassum-related work, and/or the energy sector.
- Candidate must be a Citizen of Jamaica or hold a valid work permit for this country.
Professional Experience & Technical Knowledge
- In-depth knowledge of Caribbean waste, sargassum, and energy sectors.
- Proven professional experience in Jamaica, particularly in environmental, waste, or energy management.
- Experience working with or within CARICOM, OECS, the European Union, or other relevant regional or national institutions (public or private), as well as international development cooperation organizations.
- Demonstrated ability to provide policy guidance, support capacity development, and coordinate complex, multi-stakeholder processes.

- Collaborative team player with excellent communication, facilitation, conflict resolution, and negotiation skills.
- Proficiency in common ICT tools and applications.
- Willingness to engage in continuous learning and upskilling as required by project needs.
- Availability for regular travel within and beyond the region.
- Working knowledge of German, Spanish, or French will be considered an advantage.
- Demonstrated gender competence and understanding of gender-sensitive project planning.
- Possession of a valid driver’s license or willingness to obtain one.
- Willingness to travel regularly within the Eastern Caribbean region.
- Willingness to travel outside the region occasionally.
