POSITION OBJECTIVE

The Communications Specialist, reporting to the Director, Communications & Outreach, is responsible for developing and delivering engagingndigital content that communicates the work, progress, and impact of the Belize Compact. The Specialist, Communications will support the implementation of strategic communications initiatives that promote and publicize MCA-Belize projects and activities, while ensuring alignment with MCC and MCA-Belize branding and messaging standards. The Specialist, Communications will also support stakeholder engagement tracking and contribute to the management of digital platforms, including the MCA-Belize website and social media channels.

COMPENSATION

The basic salary for this position is between $4,803.00 to $6,533.00 BZD per month. Qualified candidates will be offered the minimum of the paymband, with opportunities to advance within the pay band based on performance. In exceptional cases, a candidate may be placed above the minimum based on prior experience and salary history, in compliance with MCA HR Policy. MCA-Belize also provides comprehensive benefits, including an allowable relocation cost for a foreign resident of up to a maximum of $5,000.00 USD. NOTE: This position does not include expat benefits.

RESPONSIBILITIES

  • Support the Director, Communications & Outreach with communications efforts for the Belize Compact and MCA-Belize and ensure that they are aligned with the established strategies, frameworks, budgets, and resources defined by the compact.
  • Contribute to the visibility of the MCA-Belize program through modern digital tools, including the development, management, and implementation of a communication strategy for social media networks.
  • Coordinate across teams to ensure social media toolkits, messaging, and resource guides are finalized for distribution, including external audiences.
  • Develop written, visual, and video content for various platforms (social media, blogs, websites, newsletters, etc.).
  • Write blog articles, captions, advertising copies, and other forms of content.
  • Coordinate with senior management in the preparation of major public events, especially the preparation of speech writing and communication materials and tools.
  • Support the implementation of the communication plan across print and digital platforms to ensure effective and timely public communications.
  • Support the development and implementation of broad-based policies and plans to ensure significant public/community participation in program planning, monitoring and evaluation, in collaboration with the MCA-Belize team.
  • Support a cohesive messaging framework to inform all aspects of compact and project outreach and create tools, which may include talking points, fact sheets,presentations,bulletins, and others, to support outreach undertaken by staff and managers across MCA-Belize.
  • Work closely with MCA-Belize teams to develop clear key messages for the Compact and its projects for use in communications with stakeholders, local communities, government partners, and project-affected parties.
  • Support the development and maintenance of the MCA-Belize website.
  • Help maintain a library of communications tools, including photos, videos, and other materials, as needed to strategically support the communications plan.
  • Monitor and analyze digital communications performance (social media engagement, website traffic, and media coverage) and prepare periodic communications reports.

REQUIRED COMPETENCIES

  • Bachelor’s degree in communications, public relations, journalism, marketing or a related field (advanced degree preferred).
  • At least five (5) years of professional experience in communications, public relations or digital media management.
  • Demonstrated experience in content creation and social media management, including graphic design, photography, and short-form video production.
  • Experience drafting messaging, blogs, newsletters, and managing digital distribution channels.
  • Strong strategic thinking, planning, and project management skills.
  • Excellent writing and editing skills.
  • Experience supporting communication and engagement strategies for government institutions and/or international donor-funded projects is an asset.
  • Fluency in English (written and verbal) is required.

PREFERED COMPETENCIES
Fluency in Belizean Creole and/or Spanish is considered an asset.

About Millennium Challenge Account-Belize (MCA-Belize)

The Government of Belize (GoB) and the Millennium Challenge Corporation (MCC) signed a US$125M agreement on September
4, 2024. MCC is an independent U.S. Government agency focused on unlocking growth through results-driven foreign assistance. The goal of the Compact is to unlock economic growth in Belize by implementing an Education project and an Energy project. The Compact is expected to
enter into force in 2026 and be implemented over five years. The Parliament of Belize established an independent accountable entity called the Millennium Challenge Account-Belize (MCA-Belize) to undertake the rights, obligations and responsibilities of the
Government of Belize under the Compact. The MCA-Belize is located in Belize City.
