Overview
Employer: The German Development Cooperation (Deutsche Gesellschaft für Internationale Zusammenarbeit, (GIZ) GmbH; Projects: “Fight against climate change with specific focus on qualifying in the Caribbean States” and “Unlocking the Blue Economy Potential of Marine Protected Areas in Small Island Developing States of the Eastern Caribbean”.
Place & Modality Local Position, Full time; based in Grenada, with regular travel to St. Lucia (main project office) and occasional regional or international missions.
Duration April 2026 until March 2027, with possibility for extension.
Duties
- Coordinate and implement project activities in Grenada and support regional cooperation with St. Lucia, Dominica and St. Vincent and the Grenadines.
- Facilitate cooperation between MPA authorities and coastal residents to strengthen co-management structures and promote conflict resolution.
- Facilitate cooperation between TVET institutions and private sector entities (chambers, industry associations and individual businesses) to create and improve the demand-orientation of TVET programmes.
- Provide technical and organisational support to micro, small, and medium enterprises (MSMEs) in developing sustainable Blue Economy business models.
- Provide technical and organizational support to TVET institutions and private sector entities in designing and implementing cooperative training opportunities for jobs in the Green and Blue Economy.
- Support the establishment and monitoring of financing mechanisms for local entrepreneurs, with a particular focus on women-led enterprises.
- Support the conceptualization and implementation of employment promotion measures for women and vulnerable youth in the Green and Blue Economy.
- Contribute to awareness-raising and capacity-building activities on sustainable marine resource management, cooperative training, and livelihood opportunities in the Green and Blue Economy.
- Liaise with national and regional stakeholders (government institutions, NGOs, OECS, CARICOM, private sector actors) to strengthen partnerships and synergies.
- Collect and analyse data to support project reporting, monitoring, and evaluation at both the national and regional level.
- Coordinate events, trainings, and knowledge exchange across the above-listed states.
- Provide technical advice on Green and Blue Economy-related issues to other relevant GIZ and partner projects in the Caribbean.
Profile requirements (I) Qualifications
- University degree in Marine Sciences, Natural Resource Management, Environmental Economics or a related field.
- 5–10 years of professional experience, with at least 3 years in marine resource management, sustainable fisheries, eco-tourism or related areas.
- Candidate must be a Citizen of Grenada or hold a valid work permit for this country.
Professional Experience & Technical Knowledge
- Familiarity with coastal community development, participatory approaches, and working with Marine Protected Areas (MPAs), MSMEs or community- based organisations.
- Familiarity with technical, vocational education and training (TVET) systems, apprenticeship and/or cooperative training models, labour market dynamics and/or processes around occupational standard and curriculum development.
Professional Experience & Technical Knowledge
Profile requirements (I)
- Work experience in or with CARICOM, OECS, or other relevant regional/ national institutions (public and private), and/or international cooperation sector’s organizations.
- Proven experience in multi-stakeholder coordination and regional cooperation, ideally in the Eastern Caribbean.
- Strong facilitation, coordination, and networking skills with government, civil society, and private sector actors.
- Proven experience in policy guidance, providing capacity development support as well as coordinating complex multi-stakeholder settings.
- Experience with data collection, reporting and analytics.
Skills & Competences
- Excellent communication skills in English (oral and written); knowledge of Creole, Spanish, or French is an asset.
- Strong commitment to gender equality, social inclusion, and climate resilience.
- Excellent organisational and analytical skills, ability to work independently and in teams.
- Proficiency in standard IT applications (MS Office).
- Proven experience in policy guidance, providing capacity development support as well as coordinating complex multi-stakeholder settings.
