Request For Application (RFA) Overview

USAID Youth Resilience, Inclusion and Empowerment (Y-RIE) Program Overview:

The Eastern and Southern Caribbean (ESC) region struggles with high rates of interpersonal crime and violence, with violent crime rates among the highest in the world. Of the top 20 countries in the world with the highest murder rates, 17 are in Latin America and the Caribbean (LAC). While the United Nations Office on Drugs and Crime estimated the global homicide rate at 6.1 per 100,000 in 2017, homicide rates across the Caribbean have been significantly higher. These incidents of crime and violence disproportionately affect young people (between 15–29 years of age) and remain a major social problem. While young males are most at risk of becoming both victims and perpetrators of crime in the region, the nature of gender-based violence (GBV) and /or interpersonal violence (IPV) demands that Y-RIE considers the high rates of victimization from and exposure to violence by girls and women. In 2023, USAID launched the Y-RIE Program to address the issues that drive crime and violence and support youth to build safer, more prosperous, and resilient societies. To do this, Y-RIE will partner with local NGOs, civil society organizations (CSOs), and community-based organizations (CBO) whose missions and services align with Y-RIE objectives.

Scope of RFA:

Activity Title: Grenada Sports for Behavioral Change Activity

Purpose:

The purpose of this request for application is to solicit applications from eligible entities for grant funding to implement the Grenada Sports for Behavioral Change Activity for youth-at-risk in Y-RIE focus communities in Grenada.

Activity Background

In March 2023, USAID formally launched the Youth Resilience, Inclusion and Empowerment.
(Y-RIE) Program in Grenada to support young people on a path to successful adulthood and create safer, more resilient communities. The program also operates in Guyana, Trinidad and Tobago, and Saint Lucia.  Throughout the next three years, Y-RIE will continue working with government and non-government partners to strengthen social services that serve youth and their families and improve coordination between social service agencies and justice institutions. The Program will continue working to improve psychosocial support and learning outcomes for the young people it is working with, support their successful participation in the world of work, and strengthen the resilience of families and communities.

In Grenada, Y-RIE is being implemented with a focus on the following communities:

  • Black Bay to Gouyave Town
  • Mont Horne
  • Four Roads to New Hampshire/Willis
  • Belmont, The Valley, The Limes and Mont Tout

USAID Y-RIE’s risk reduction programming represents a comprehensive approach to supporting youth who are facing difficulties to address the multifaceted challenges they encounter. Grounded in principles of trauma-informed care, positive youth development, mental health, mentorship, and community engagement, the Y-RIE program seeks to mitigate risk factors that lead to negative outcomes such as youth violence, crime, and disengagement from educational and employment opportunities.

Activity Summary

The Sports for Behavioral Change activity seeks to target youth at risk, addressing the risk factors for crime and violence that many young individuals face. Through structured sports activities, the program offers a positive alternative to negative norms and behaviors, helping to reduce the idle time that could be spent engaging in unlawful activities. Sports serve as a medium to teach discipline, teamwork, and respect for rules, all of which are essential components in deterring youth from crime and violence. Components of the program should seek to build youth resilience through comprehensive support mechanisms such as coaching, training, life skills development, psychological support, and mentorship.

Activity Objectives

  1.  Reduce risk factors associated with crime and violence and promote community violence prevention.
  2. Build resilience among at-risk youth through engagement in structured sports, life skills and psychological support activities.
  3. Foster positive youth engagement and behavior through life skills training and structured sports activities using a risk-informed sport for development and peace approach.

Focus Communities:

The communities where Y-RIE is focusing its work in Grenada are:

  • Mont Horn, St. Andrew
  • Willis/New Hampshire, St George

Period of Performance:

The activity is expected to be rolled out over a period of 8 months within the period of November 2024 to September 2025.   

Selection and Award:

Proposed activities will be evaluated based on several factors, with priority given to applications that can achieve the intended outcomes of the Grenada Sports for Behavioral Change Activity. Award(s) will be made to responsible applicant(s) whose applications offer the best value.
